Cebu is the practical base in the Philippines. It has the country's second airport with direct regional flights, two genuinely good private hospitals, fibre internet in the IT Park and Business Park districts, and an outsourcing economy that has built a real professional class. Everything happens in English. Rents are a fraction of Manila's, the traffic is bad but survivable rather than paralysing, and diving at Moalboal or island hopping around Bantayan is a couple of hours away. It is not beautiful, and the city itself is more functional than charming, but as a base from which to work and reach the rest of the archipelago it is the strongest option in the country.

IT Park in Lahug is the centre of gravity for remote workers: modern condos, 24-hour cafes serving the outsourcing shifts, coworking, and the most reliable fibre in the city. Cebu Business Park around Ayala is the corporate equivalent, slightly more polished and expensive. Lahug more broadly offers cooler air on the hillside and better value. Mactan Island, across the bridge near the airport, has the resorts and beaches but a long commute into the city. Downtown Cebu is cheapest, busiest and least foreigner-oriented.

Substantially cheaper than Manila for the same standard. A modern IT Park condo with a pool and gym runs USD 400-500, and jeepney rides cost under 20 cents.

Converge and PLDT fibre in IT Park and Business Park is fast and reliable. Elsewhere the quality drops sharply and brownouts are common. Many long-stayers keep a mobile hotspot as a permanent backup.

Because everyone speaks English, integration with locals is far easier than elsewhere in Asia, which noticeably changes the texture of a long stay.

Petty theft and scams are the realistic concerns rather than violent crime. Avoid displaying phones and cash in crowded downtown areas.

Jeepneys cover the city for pennies but are slow and hard to navigate. Grab is reliable, and Angkas motorbike taxis cut through traffic. A scooter is common among long-stayers. Ferries and cheap domestic flights reach the rest of the Visayas.

Tropical maritime

Cebu sits slightly outside the main typhoon corridor but is still hit; Odette caused severe damage in 2021. The dry season from January to April is excellent.
